On June 14, 2018, a conference entitled "Polish road transport versus new regulations limiting access to the market" was held in Samociążek, organized by the National Association of Road Transport Employers. The honorary guests of the conference were representatives of the Chief Road Transport Inspector. Provincial Road Transport Inspector and District Labor Inspector in Bydgoszcz. The conference was attended by a large representation of road carriers, members of the Kuyavian-Pomeranian Association of Road Transporters, students of the "driver-mechanic" class from the Automotive School Complex in Bydgoszcz and representatives of GALICJA BROKERS.
The Director of the GITD Cabinet presented the participants of the conference with the current work and activities of the inspection within the ERC and bilateral relations with EU countries. The Director of the Supervision Office discussed the most common shortcomings in the performance of transport activities and familiarized the gathered with the newly adopted Road Transport Act, which changes the scale of penalties and the rules of liability for offenses occurring in the performance of transport. A representative of the National Labor Inspectorate discussed the work carried out in the EU on changing social regulations and on the posting of workers, while a representative of ZETO Koszalin presented the participants of the conference with the issues of personal data protection in a transport company.
After the presentations, the conference participants discussed current problems in the performance of transport activities in a discussion. The discussion was summed up by the chairman of the Association, Mr. Piotr Litwiński, then conclusions were drawn from the topics raised at the conference:
- Reform of the system of training and examining candidates for professional drivers - new training rules should prepare the candidate to drive a vehicle commonly used in road transport - exams should be conducted only by examiners with actual skills to drive the test vehicle.
- Periodic training should be provided to entrepreneurs employing drivers with a focus on the use of real conditions of performing the profession. Entrepreneurs could commission this training to industry organizations to which they belong, specializing in training drivers for the needs of the labor market. The possibility of pseudo training in car parks, where you can buy a certificate of completed training for several dozen zlotys, should be ruled out.
- Providing a wide network of road routes for vehicles with an axle load of 11.5t, with the possibility of access of such vehicles to loading and unloading sites and operating bases, regardless of the type of road they travel.
- Urgent introduction of facilitations in the recruitment of foreigners to work (simplification and shortening of procedures, which currently take up to 7 months).
- Introducing provisions enabling the return of excise duty included in the price of fuel and limiting the import of fuel to 200 liters from across the eastern border, which will help maintain the competitiveness of Polish transport in relation to carriers of much cheaper fuel from the Russian Federation or Belarus.
- Introduction of the principle of VAT payment that it is payable only after receiving payment for the service provided.
- Amend the provisions on the tax on means of transport so that it is payable only on motor vehicles.
- Protest and submit amendments in the Senate to the newly adopted amendment to the Road Transport Act in order to make the amount of penalties more realistic after the implementation of Regulation 403.
- Suspension of toll collection on damaged road sections until they are repaired or reconstructed, in particular on the A18 road
- Changing the regulations and taking control of ITD over all transport of goods and passengers, including heavy goods vehicles up to 3.5 tons of maximum permissible weight and commercial passenger transport by motor vehicles designed to transport up to 9 people, including the driver.
